Why Isn't My PayPal Subscription Renewing in WooCommerce?

Why This Happens

With PayPal-based recurring billing, the actual charge is triggered and processed by PayPal on its own schedule, not by WooCommerce Subscriptions' internal renewal logic. WooCommerce's job is just to listen for PayPal's IPN callback confirming the payment, then create the renewal order and update the subscription accordingly. If that callback never arrives, or arrives but fails to process, PayPal can be charging the customer successfully while the WooCommerce side stays completely unaware.

This is the single biggest structural difference from Stripe-style gateways, and it's why PayPal subscription problems need to be diagnosed by checking PayPal's own transaction history first, not just WooCommerce's order list.

Common Causes

  • IPN not reaching the site. A firewall rule, security plugin, or hosting-level block on incoming requests from PayPal's IP ranges is the most common single cause.
  • Incorrect or outdated IPN URL configured in the PayPal account. Especially after a domain change, SSL migration, or site relaunch.
  • The billing agreement was cancelled directly on PayPal's side. A customer managing their subscriptions from within their own PayPal account (rather than through the store) can cancel it there without WooCommerce ever being told, until the next failed renewal attempt reveals it.
  • PayPal account restrictions or limitations. A store's PayPal Business account under review or limited by PayPal itself can silently stop processing recurring charges.
  • Currency or account mismatch. A subscription created under different currency or account settings than what's currently configured can fail to renew correctly after a settings change.

How to Fix It

  1. Check PayPal's own transaction history first. Log into the PayPal Business account and look up the billing agreement directly — this immediately tells you whether PayPal attempted the charge at all, and whether it succeeded.
  2. Confirm IPN is enabled and pointed at the right URL. PayPal account settings → Notifications → IPN settings, matching what the WooCommerce PayPal gateway expects.
  3. Look for blocked or failed IPN requests server-side. Security plugin logs or server access logs showing PayPal's requests being rejected (403/500 responses) point straight at the fix.
  4. Manually reconcile a specific subscription if PayPal shows a successful charge that WooCommerce never recorded — the order can be created manually and the subscription's next payment date corrected, though the underlying IPN issue still needs fixing so it doesn't repeat.
  5. Re-check account status if multiple, unrelated subscriptions all stopped renewing at once — that pattern points at the PayPal account itself, not individual billing agreements.

A PayPal subscription that silently drifted out of sync with WooCommerce is one of the more time-consuming things to reconcile correctly — see WooCommerce fixes if it needs a proper audit rather than a one-off patch.
